AASANDHA SCHEME

Emergency Evacuation

Aasandha emergency evacuation involves coordinating with local health centres in arranging transfer of patients requiring urgent medical service/treatment to the closest health centre where the treatment is available. This involves quick communication and decision making while simultaneously dealing with referring centres, receiving centres, sea ambulanceMaldives Health Line (MHL), Maldives Emergency Medical Services (MEMS) and Speedboat operators and aviation operators. The target is to ensure patient receives the required medical attention with the minimum delay possible. 

 

Evacuation Process

Emergency evacuation is provided for:  

  • Critically ill patients requiring immediate care 
  • Patients whose delay in treatment may result in death or permanent disability
  • Patients are transferred via air and/or sea transport, depending on urgency and availability.  

 

Required documentation

  • Emergency evacuation referral form completed by the attending doctor
  • Request submission through the Vinavi portal (vinavi.aasandha.mv) 
  • Upload of medical documents and investigation reports
  • MEDI Form (if required)
  • SBAR Form (if required)
  • ID Card or Passport Copy (if required)  


Mode of transfer

The mode of transfer is determined based on:  

  • Patient’s clinical condition
  • Distance to receiving facility
  • Availability of transport  

  

If a sea ambulance is unavailable, MHL launch may be arranged by the referring health facility with prior approval from AasandhaIf both options are not available, a private speedboat may be arranged by the referring health facility with prior approval from Aasandha. The boat owner must submit the launch hire bill directly to Aasandha 

Aasandha does not reimburse cash payments made directly by beneficiaries. If a patient independently hires and pays for transport, reimbursement will not be provided.  

  

For Air Evacuations:  

  • One-way tickets are provided for the patient and one bystander
  • If the patient is 2 years and below, mother and one more bystanders’ ticket will be covered
  • If a medical escort is required, a two-way ticket is covered by the doctor or nurse. 
  • Room and board expenses for the patient, attendant, or medical escort are not covered under Aasandha Scheme 

 

For Air Ambulance:  

  • Patient can be accompanied by two bystanders
  • If a medical escort is required, a two-way ticket is covered by the doctor or nurse.
  • Room and board expenses for the patient, attendant, or medical escort are not covered under Aasandha Scheme
